Also cut out the following in lining as illustrated above

Start by folding the front lining hem panel in half, wrong sides together, pin to secure.

Using a 1cm seam allowance stitch the lining panel together along the top edge using a baste stitch.

Gather up the hem so that it is the same length as the front lining panel hem. Pin the frilled lining hem panel, right sides together with the front lining panel. Matching up the raw edges.

Using a 1cm seam allowance stitch the frilled hem to the skirt lining.

Repeat with the back hem lining panel and back lining panel

Place the front stitched lining panels to the back stitched lining panel, right sides together, matching up the hem seams. Pin to secure. Using a 1cm seam allowance stitch the front to the back along side seams. Leave to one side.

Start by folding the front outer hem panel in half, pin to secure. Using a 1cm seam allowance stitch the outer hem panel together along the top edge using a baste stitch.

Gather up the outer hem so that it is the same length as the front outer panel hem. Pin the frilled outer hem panel, on top of the front outer panel. So that they overlap by 2cm. Stitch the frilled hem to the outer skirt panel using the basting stitch as a guide. Repeat with outer back hem panel and back panel.

Add sequins to the inside of the front and back frilled hem.

Place the front stitched outer panels to the back stitched outer panel, right sides together, matching up the hem seams. Pin to secure.

Using a 1cm seam allowance stitch the front to the back along side seams. Trim off seam allowance.

Place the skirt lining inside the outer skirt so that both right sides are facing outwards. Pin to secure and baste stitch together along waist.

Place the waistband panels, right sides together. Pin to secure, using a 1cm seam allowance stitch together at both ends. Press the seams open.
